Job Purpose

The Department of Premier, Western Cape Government seeks to employ a competent individual to ensure individual performance and development service.

This position is based in Cape Town.

Minimum Requirements

An appropriate 3-year tertiary qualification (National Diploma / B- Degree); A minimum of 3 years’ supervisory experience in an administrative environment.

Key Performance Areas

  • Administers the performance management training and information dissemination within the department; Track performance management events and activities against the performance management timetable of the department and compile regular progress reports;
  • Provides administrative and operational support for the alignment of individual and departmental performance results; Administers the communication and disseminates information on performance management framework and gathers information regarding performance management implementation trends;
  • Gathers and packages the information on personal development plans, skills development programmes and performance related consequence management;
  • Ensure proper development, implementation and compliance of new and amended

    departmental policies and procedures; Regularly review and update policies; Liaise with other Departments (provincial and national) on performance

    management matters; Provide training to ensure proper execution of the System; Administer individual performance.

    Competencies

  • Knowledge of the following : Constitution of RSA; Public Service Act and Regulations; Employment Equity Act; Basic Conditions of Employment Act;
  • Labour Relations Act; White Paper on Transformation & Batho Pele Principals; White Paper on Service Delivery in the Public Service;
  • Skills Development Act; Human Rights Practices; People Management; Skills Development Strategy of the Public Service; Disciplinary Codes and Procedures;
  • Collective Agreements; SPMS; Public Finance Management Act; MS Office Package (MS Word, Excel, Power-point); Communication (written and verbal) skills in at least two of the three official languages of the Western Cape.

    Remuneration

    R 356,289 per annum (Salary Level 9)

    Note on remuneration : Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-

    management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-

    fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-

    funded in terms of the applicable prescripts or collective agreements.
