Pretoria - The main purpose of the role is to work with provincial treasuries and their related municipalities to improve Supply Chain Management practices and performance.
DESCRIPTIONResponsibilites : Institutional Support : SCM Support Plan - conduct baseline assessments that will informthe customisation and development of the SCM Support Plan (SP).
Facilitate the adoption, publication and awareness of the approved SP.Stakeholder Engagements - participate in PT management meetingsand present progress reports on the implementation of the SCM SP.
Actively participate in municipal SCM forums.SCM policies and SOPs : Reviewing and aligning the Municipal SCM Policies, SOPs and standard bidding documents to applicable legislation and reforms.
Providing technical guidance and support to municipalities in updatingtheir SCM policies, SOPs and standard bidding documents.
Contract Management : Assist the PT Municipal Finance unit and municipalities to implement effective contract management processes and system.
SCM Compliance : Assist the PT Municipal Finance unit and municipalities to ensure effectivecompliance with SCM regulatory prescripts.
Value for money procurement : Assist the PT Municipal Finance unit with municipalities experiencingchallenges with large and non-performing contractors.
REQUIREMENTSRequirements : Educational Qualification obtained in Financial Management, Accounting, Public Administration, Business Administration.
