JOB PURPOSEReporting to the RBJ Regional Director and working closely with the regional bureau management team, the Senior Partnerships Officer will be responsible for supporting the Regional Bureau’s strategic engagement and framework strategy with governments in the region and regional institutions like the Southern African Development Community (SADC) and the Common Market for Eastern and Southern Africa (COMESA) and Africa Union Development Agency (AUDA)-NEPAD.

KEY ACCOUNTABILITIES (not all-inclusive)Strategic Advice and Analysis Provide strategic policy advise direction and high-quality advisory services to the Regional Director and Regional Bureau Management on country specific government and regional institutions stated earlier.

Lead the design and negotiations to generate interest and entry points in governments, notably in middle income countries and regional institutions including IFIs, to work with WFP as a credible partner.

Proactively present a plan of engagement within a time frame. Develop an influencing strategy for joint collaboration and financing of programs in sync with national and regional and WFP priorities.

Suggest potential areas of resource commitments and mobilization. Proactively position WFP’s strength and to engage beyond emergency support to partnerships in medium to longer term involvements in the areas of food security, nutrition, agriculture (food production), social protection and resilience as well as early warning systems.

Design significant policy and programme innovations in line with government and regional institution and donor priorities.

Lead the scoping and mapping of areas requiring strengthening and capacity building in government institutions and suggest potential for WFP support.

Propose a strategy for enhancing women empowerment in areas of food security, nutrition, social protection and resilience.

Propose and launch parliamentary advocacy groups to promote WFP’s involvement and support. Negotiate complex partnership proposals and influence governments and institutions to conclude agreements.

Analyze and closely follow relevant external developments and processes involving the SADC and COMESA and their Member States with respect to regional integration and support the development of the Regional Director’s / Office’s position on those.

Translate vision and mission statements into a work plan with deliverable outputs and build partnership capabilities at various levels in the organization.

Stakeholder Engagement Develop and support implementation of the Regional Bureau’s strategic partnerships with the SADC and COMESA and their Member States and other key actors.

Identify the scope of engagement with the private sector as well as involvement with academic institutions. Manage and monitor the implementation of the SADC / WFP MoU workplan, and suggest its strengthening, if needed.

Develop an engagement strategy for positioning WFP in middle income countries. Inform and support engagement with new and potential partners on the strategy, design, relevance, and impact of programs that can be supported by the Regional Bureau to advance regional integration and national development priorities.

Liaise with SADC and COMESA and their Member States in support of projects and operational activities that strengthen their capacities.

Brand Management and Positioning Support the management of WFP brand among key external stakeholders as a UN agency with a dual humanitarian and development mandate and a trusted partner for the African Union, regional economic commissions such as SADC and COMESA and Member States.

Suggest strategic re-branding in joint partnerships profiling governments and regional institutions as front-line partners.

As requested by the Regional Director, represent the Regional Bureau at high level and other meetings, including senior level interactions at the SADC and COMESA levels and with their Member States.

Work with relevant Regional Bureau units to articulate and clarify WFP contribution to the foundational issues driving hunger and malnutrition in Southern Africa.

  • These include : climate change, poverty and inequality, health, water and sanitation, HIV / AIDs, conflict and insecurity, policies, among others;
  • Undertake any other duties as requested by the Regional Director in line with the Terms of Reference and purposes of the Regional Bureau Johannesburg.

    STANDARD MINIMUM QUALIFICATIONSEducation : Advanced University degree in Political Science, International Development and Affairs, Development Economics, International Relations, Communications, Nutrition / Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and / or trainings / courses.

    Language : Fluency (level C) in English language. Knowledge of French and / or Portuguese is an asset.REQUIRED EXPERIENCE At least 11 years of senior level experience in political and economic engagement with national governments and regional institutions Significant experience in establishing strategic partnerships with intergovernmental bodies at the global, regional and national levels, and with a wide variety of stakeholders and subject matter experts.

    Broad senior-level professional experience in diplomacy, and policy and strategy formulation in a national government agency or regional institution.

    Demonstrated capacity to manage complex strategic interactions, including coordination of initiatives between regional and country hierarchies.

    Previous work experience at a very senior level in a national government and / or regional institution.
