Overall Job PurposeTo develop and manage the Wholesale Carrier Business for international and local interconnection, international and national roaming as well as bulk SMS agreements, thus ensuring that the Calling Services are competitive.
Develop and manage the Wholesale relationships with local and international interconnection partners and with the third-
party service providers.Main ResponsibilitiesRelationship ManagementFunction as first point of contact between the company and other telecommunications licensees with respect to Wholesale discussions / agreementsDevelop and maintain key relationships between the company and other South African telecommunications licenseesConclude, amend and manage domestic roaming, interconnection, facilities leasing and site sharing agreements with other telecommunications licenseesManage the procurement and support agreements for transmission linksAct as the interface for all carrier issues international and national long distance, etc.
Maintain day-to-day relationship with other operators so as to fully anticipate and address issues, developing problems and industry updatesManage and develop the key relationships between the staff involved in the National Roaming AgreementManage and direct all issues arising from the National Roaming Agreement and provide advice and expert opinion to executive managementInformation ResourceServe as the point of contact and subject matter expert concerning technical, operational and Wholesale issues with respect to other telecommunications licenseesServe as a functional expert with regard to carrier agreementsProvide subject matter expert advice on other telecommunications licensees' operations and issuesFollow, document and where possible anticipates new industry products, tariffs and other Wholesale offerings, and competitor positions on key regulatory and Wholesale issues, and disseminates relevant information within as appropriateServe as a strategic resource to marketing in developing tariffs and product offeringsAnticipate Policy, Legislation developments and potential conflicts with other carriers and service providers and advise on appropriate course of actionServe as expert resource to all business units in relation to International ServicesManagement and SupportManage and coordinate all Contract Management with all stakeholdersActively participate in Fraud Prevention and monitoring.
New Business opportunity identificationActively participate and manage Testing co-ordination on Roaming partners and interconnect partiesCoordination and management of Roaming Test SIMs (Tap In and Tap Out)International Interconnect Termination negotiationActively monitor accounting, billing and reconciliation reporting.
Advise marketing on the development of products and services with a view of ensuring that the product is accurately defined and positioned and is introduced into the market in accordance with the regulatory framework and that contractual agreements reflect sameReport GenerationProvide regular (weekly, monthly, quarterly and annually) reporting on trends, traffic, customer behaviour and financial data, including wholesale and revenue status related to interconnection, international calling services and international roamingManage, in conjunction with other responsible areas the profitability of each international roaming partner and provide advice and recommendations to the Manager : Roaming Operations with regards to strategies for improving the profitability of international roaming partnersManage the profitability of each international calling route and execute on approved tactical and strategic actions to improve such profitabilityLocal InterconnectionProvide input during the negotiations of Interconnection Agreements (ICA)Administer the ICA and project manage the end-
to-end implementation of each new ICA, amendment thereto or new additions to existing AgreementsManage the Wholesale relationships with each interconnection partner and act as first contact for all issues related to Interconnection AgreementsManage and lead cross-

10 years related experienceBroad understanding of SA communications industry and regulatory environment.Strong business planning and business modelling skills.
Extended working relationships with telecommunications licensees highly desirable.International Roaming - Tap In and Tap Out, Clearing Houses.
