The impact of COVID-19 has unprecedented impact on the entire vocational skills provision system as well as on industry and business activity with significant consequences for production and business survival.

Measures to strengthen production, jobs and skills needs as well as business resilience are gaining importance. On the German side the SD4GE II Programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

The GIZ collaborates with its national partner, the Department of Higher Education and Training (DHET). The SD4GE is looking to fill a vacancy of a Senior Technical Advisor : As the SD4GE programme aims to strengthen the collaboration between public and private stakeholders the facilitation of public-private dialogue and networking and exchange between public and private sector stakeholders is another critical element.

The SD4GE team requires the expertise of a dynamic, independently working team player who is mature, adaptable, flexible and passionate about supporting a demand-led and industry driven and employment generation focused approach, technology affine who is proficient with digital tools as well as the use thereof for training delivery and with strong implementation and project management skills.

This assignment comprises a fixed term employment contract until the end of SD4GE (31 March 2022). What you will be doing :

  • Initiate, develop, support and manage the implementation of the SD4GE cooperation with the Private Sector to support skills development and business survival for job retention end employment;
  • Develop cooperation initiatives with the private sector to support SMEs supporting market access, competence development and employment;
  • Explore and establish relations with strategic South African and donor initiatives that advance and assist youth to successfully transition from learning to earning;
  • Develop, initiate and manage implementation of interventions facilitating the transition from learning to earning and supporting the generation of employment by appropriate means of skills and / or management / entrepreneurship development;
  • Manage and support interventions that track, showcase, document and disseminate lessons from successful public-private collaborations in skills development;
  • Develop, manage and steer implementation of services provided by consulting companies aligned to the collaboration with the private sector
  • Contribute to the SD4GE results-based monitoring system, reporting processes and knowledge management;
  • Plan and budget for interventions to support and strengthen private sector collaboration, including their contribution and support for targeted VET interventions;
  • Support project planning and manage the quality of support measures
  • Represent the SD4GE programme in targeted, relevant platforms, meetings and events.
  • What you MUST have ... Qualifications :

  • A Post-graduate graduate university qualification in Business Administration / Management, Economics or similar areas.
  • Qualification should be enhanced by at least At least 10 years of relevant work experience with a good understanding of the following.
  • Professional Experience :

  • Private sector companies and their HR and skills development needs and strategies;
  • Public - Private Sector / Industry partnership development reaching out to relevant companies and industry associations and initiating collaborative relations;
  • Sound knowledge of private sector development and economic stimulus interventions supporting companies;
  • Sound knowledge of the skills development sector in South Africa;
  • Familiarity with and understanding of 21st century skills requirements and growth areas in the South African economy;
  • Working with a variety of employers : large, medium and small businesses related to their involvement in training and development initiatives;
  • Ability to engage in multiple stakeholder processes, especially those involving private-and public sector collaborations in the VET sector
  • Strong project management skills, able to break up complex deliverables into manageable plans with realistic tasks
  • Ability to manage tight deadlines with ownership and task orientation
  • Ability to work as part of a team and independently in a structured, methodical manner;
  • Excellent writing and communication skills, fluency in English;
  • Proven ability to work in a multi-disciplinary, diverse and complex environment considering the nuances of public-private collaborations.

  • Self-driven, quick to learn, flexible and highly motivated;
  • Capable of maintaining productive team relations;
  • Flexibility and mobility : if required readiness to travel (national / international) and to have flexible working hours; driving license;
  • Relevant computer skills (Microsoft Office including MS Teams, Outlook; Sharepoint; Skype for Business; etc.);
  • Experience within the context of international development co-operation would be an advantage
