The Principal Technical Advisor, Governance provides technical advice for the design and implementation of innovative governance activities.

The PTA provides guidance to the technical staff assigned to specific PM activities to ensure that the work is of the highest quality.

The PTA works closely with other Principal Technical Advisors and Portfolio and Technical Strategy Leads to identify opportunities to use new and existing tools, to coordinate technical work, and to ensure that global (core-funded) initiatives are based on and informed by country-level needs and priorities.

  • Education : A post-graduate degree in a health-related field with specialized training and / or experience relating to pharmaceutical management, system strengthening, and services required;
  • physician or pharmacist qualification preferred.

    Experience :

  • At least 8 years relevant experience in health / pharmaceutical system strengthening in low- and middle-income countries (LMICs) in Africa and Asia required;
  • minimum of 2-3 years resident working in LMICs required.

    Demonstrated experience working with and familiarity with USAID required; experience in working or collaborating with international agencies such as WHO, GFATM and World Bank preferred.

    Significant experience in strengthening governance capacity in the pharmaceutical public sector required and in the pharmaceutical private sector (preferred).

    Experience in civil society engagement and social mobilization in health / pharmaceutical systems preferred.

    Knowledge and Skills :

    Experience with governance initiatives and interventions supported by bilateral agencies, such as USAID, and international agencies, such as WHO, GFATM and World Bank, required.

    Experience in supporting pharmaceutical policy development, update, including stakeholder engagement and consultative processes, and implementation preferred.

  • Experience in designing and conducting health / pharmaceutical system assessments in LMICs and working with stakeholders to identify priorities and improvement strategies, such as through the facilitation of multistakeholder workshops required;
  • experience in conducting political economy analyses preferred.

    Familiarity with health and pharmaceutical system strengthening and systems thinking concepts and measurement preferred.

    Demonstrated experience working in / with low- and middle-income countries preferred.

    Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.

    Excellent writing and presentation skills in English are essential.

    Proficiency in French is desired, as are languages of other USAID-supported countries.

    Ability to travel internationally and domestically as required.

    Demonstrated experience in managing and supervising technical staff.
