Background TheTechnical SupportServices (TSS) Activityhelps USAID / South Africa and Regional Health Office (RHO) toaddress technical priorities and develop creative, innovative solutions tostrategically allocate resources, strengthen connections with partners, andreplicate best practices and effective program models.

Through the TSScontract, Panagora Groupaugments capacity by providing technical, operational, and administrativesupport to USAIDs largest health portfolio.

TSS deploys advisors in responseto USAID requests for priority work with government stakeholders, implementingpartners, and / or other entities.

TSS supports Health Office staff and teams tointegrate creative solutions into routine work. TSS also provides internationaland local expertise for surge support, as needed, for USAID Program Cyclerequirements, planning, development, outreach, communications, and HealthOffice human resource functions.

Description of PositionPanagora seeks a Data Analystto join the TSS Strategic Information (SI) team. TheData Analyst provides technical expertise to both Panagora Southern Africa, USAID, and / or itsimplementing partners.

They support in the conceptualization, design, running,and interpretation of analytics, creation of innovative visualization productsthat improve utilization of all available data to monitor program performance,effectively communicate successes and challenges, and ultimately transform allavailable data and visualizations intoinformationfor continuous,data-driven programmatic action.

They will also mine large and complex datasetsand provide expertise on data infrastructure, data schemas, tools,processes, guidelines, and data products.

RequirementsTertiary level degree in public health, epidemiology,biostatistics, statistics, or equivalent degreeApproximately 2 years experience applying epidemiological andstatistical concepts to public health-related data analysis, preferably withHIV, ART, and TB data, advantageousTableau skills are required.

  • Fluency with other datavisualizations software such as PowerBI, QlikView, Google Data Studio, andadvanced PowerPoint, and other similar business intelligence tools arepreferredExperience working with USAID and / or PEPFAR programs and reportingrequirementsProficiency in Excel and R;
  • experience in data analytic programssuch as Stata, and / or SPSS are advantageousStrong mathematics and critical thinking skills are necessaryExposure to Predictive Analytics, Machine Learning, and Artificialintelligence solutions is advantageousExcellent verbal and written English language skillsProven capacity to take initiative and willingness to learn newskills as neededStrong work ethic and the ability to work well independently andas part of a teamDuties and ResponsibilitiesDesign and conduct advanced and complex analytics, summarize and presentfindings and recommendations, and train and mentor stakeholders in data analytics and use.

    Conduct preliminary review of datasets for integrity asnecessary and transforming data sets.Rapidly conceptualize and respond to data requests from a varietyof stakeholders, design, define, and develop metrics, run and interpretanalytics, draw causal inferences, and generate recommendations.

    Support in the design and development of data visualizationproducts to support users to understand results and use information to makeprogrammatic decisions.

    Support withthecapacitation of stakeholders in theuse of the data visualization products.Support in efforts to improve data collection, management,analysis and sharing that demonstrates project outputs, outcome, and impacts.

    Support with the development of guidelines and best practicesrelated to data science and analytics.Conduct capacity development and training to key stakeholders.

    Support research and development of new SI products and solutions.Reports to Senior Clinical Cascade & StrategicInformation Advisor (Team Lead)
