The Export Credit Insurance Corporation of South Africa SOC Ltd (ECIC) is a wholly owned corporation of the DTI with a mandate to facilitate and encourage the export of South African goods and services.

The ECIC achieves this by underwriting bank loans and offshore investments and provides export credit and foreign investment insurance cover.

The ECIC is a registered short term insurer and is regulated by the Financial Services Board.


The purpose of this role is to ensure the effective and timely implementation of the investment strategy and the ongoing management of the investment portfolio.

The role requires the portfolio construction of the underlying asset classes of the strategy and the selection, appointment, on-boarding and monitoring of external asset managers.

The Investment Specialist is the key liaison between the corporation and the investment teams and relationship managers of the external asset managers.

Investment Strategy

  • Assist in setting and reviewing the investment philosophy and strategy for the corporation's local and offshore investment portfolio, while being cognisant of insurance liabilities, applicable regulations, risk appetite and solvency framework.
  • Assist in reviewing the Investment Policy Statement (IPS).
  • Portfolio Construction

  • Provide asset class portfolio construction parameters and asset manager specifications to implement the investment strategy, with market analysis to support recommendations;
  • Assist to define the asset allocation, investment guidelines and portfolio construction being cognisant of insurance liabilities, risk appetite and solvency framework;
  • Liaise with the corporation's asset consultant to deliver required asset manager and portfolio construction research
  • Implementation of investment strategy

  • Prepare tender, evaluation and selection criteria and documentation for the appointment of new asset managers in line with the corporation's procurement policies;
  • Partake in the evaluation and selection processes for new asset managers;
  • Establish and oversee the on-boarding steps and development of mandates of new asset managers in line with set implementation timelines;
  • Liaise with incoming and outgoing asset managers, the asset consultant and the custodian to propose, plan and execute asset transitions and provide reconciliation reports thereof;
  • Portfolio and Asset Manager Monitoring

  • Ensure adherence to investment policy statement and investment mandates by asset managers;
  • Monitor asset managers by way of performance reportbacks, due diligences, manager scoring and evaluations and contract management assessments.
  • Report evaluation outcomes and recommendations to various committees;
  • Prepare proposals, reports and submissions to the corporation's management and investment committee as required;
  • Serve as checker to the portfolio and asset manager reports that are prepared by the Investment Analyst;
  • Provision of documented processes, illustrations and process flow charts;
  • Any adhoc projects assigned by the Head of Investment Unit.
  • Key Measures

  • Performance of portfolio and asset managers relative to targets and benchmarks;
  • Properly managed and monitored contract assessments;
  • Efficient and timeous execution of the investment process with proper planning and prioritizing of tasks;
  • Delivery of portfolio construction and asset manager specifications proposals and reviews;
  • Adequate selection, appointment, onboarding and ongoing monitoring of asset managers;
  • Timeous and accurate portfolio management and monitoring reports and activities;
  • High quality submissions and proposals to management and the investment committee;
  • Efficient liaising between the corporation and external asset managers.

  • A relevant University degree BCom / BSc in Investments management or related discipline (e.g. Mathematics, Actuarial, Finance, Accounting, Statistics or Economics);
  • Minimum of 5 years' experience in investment industry;
  • Knowledge of offshore asset classes and asset managers will be an advantage;
  • Knowledge of Bloomberg and other external market systems will be an advantage;
  • Knowledge of government related procurement processes, policies and Acts, and Insurance regulations will be an advantage;
  • Studying towards CFA or similar qualification will be an advantage.
