The HVC Team Lead job exists to manage and supervise the team responsible for the delivery of end to end Hydrocarbon Value Chain Accounting services relating to indirect tax and levies levied on petroleum finished good products.

Key Accountabilities :


Monitor and review day-to-day indirect tax operations in accordance with service level agreements, management goals and processes to ensure delivery meets customer expectations.

Manage and supervise operational accounting and control activities of the indirect tax accounting team including :

  • Review and approval of Indirect Tax Mass balance and other reconciliations.
  • Monitor control reports to ensure accurate financial data. Identify and resolve gaps in internal controls.
  • Work with Master Data and Tax Reporting teams to ensure confidentiality, integrity and availability of information, records or processes associated with services provided.
  • Interpret Excise Tax & NERSA regulations and guidelines ensuring that they are executed in the business, review impact of any changes, ensure that all relevant staff members are adequately trained, and document / update internal procedures.
  • Manage risk by monitoring, identifying, quantifying and reporting on risk and opportunities.

    Support the GBS Business Continuity Plan and ensure that Standard Operating Procedures (SOP) and back-up procedures are documented and in place.

    Accountable for balance sheet assurance processes for the applicable indirect tax affected accounts.

    Service Management & Continuous Improvement

    Conduct control activities such as due diligence, ensuring compliance and monitoring internal control effectiveness.

    Ensure timely resolution of escalated queries and systemic issues by proactively seeking to minimise or eliminate by addressing root causes.

    Proactively identify gaps in existing processes, propose and implement continuous improvement opportunities incorporating best practices.

    Develop and maintain strong working relationships with key internal partners and external stakeholders at relevant levels.

    Leadership & Supervisory

    Set goals and clarify expectations, provide regular feedback and conduct appraisals.

    Coach team members to address process gaps, identify inefficiencies and help to embed a continuous improvement culture in the organisation.

    Identify training opportunities focused on building capability of the team. Help team members think of possible career options and support them in developing associated career development plans.

    Support HVC Process Managers in developing a high performance culture promoting continuous learning and focusing on meeting / exceeding customer needs and expectations.

    Essential Education

  • CA(SA) or equivelant with at least 5 - 8 years post qualification business, accounting and finance experience.
  • Essential Criteria

  • Knowledge of legislative framework for the Duty-at-Source system as set out in S19A and Rule 19A4 of the Customs and Excise Act 91 of 1964, including Regulations and Standard Operating Procedures for the Petroleum Industry.
