SENIOR INFRASTRUCTURE DEVELOPMENT SPECIALIST (ELECTRICITY) REPORTS TO : DISTRICT MANAGER SALARY : R1.3 MILLION - R1.4 MILLION DURATION : 5 YEARS FIXED TERM CONTRACT LOCATION : EASTERN CAPE CLOSING DATE : 6 AUGUST 2020 PURPOSE OF THE JOB The purpose of this job is to plan, develop and execute projects / programmes in electricity supply, for the identified district.
This would include the management and control of key performance and result indicators associated with provisioning and maintenance of electrical infrastructure services.
QUALIFICATIONS AND EXPERIENCE Minimum Requirements Bachelor's degree / NQF 7 in Electrical Engineering or Equivalent.
Certificate of Compliance as per Occupational Health and Safety Act 85 of 1993 Electrical Installation Regulation 7 (Electrical Engineer s Certificate of Competency) Registered as an Electrical Engineer at a recognized Professional body 10 - 15 years in Public sector management and / or related experience in the delivery and oversight of electricity infrastructure projects / programmes at a senior level (10 - 15 years).
Demonstrated knowledge of the Engineering Profession Act, Architectural Profession Act, Quantity Surveying Profession Act, Expanded Public Works Programme, Local Government Building Regulations (where applicable), Occupational Health & Safety Act, Provincial Land Administration Legislation, Intergovernmental Fiscal Relations Act, Intergovernmental Framework and the PFMA.
Extensive work experience-across multiple areas of local government (approximately 5 -8 years) (Past experience operating at a senior specialist level).
Demonstrated ability to manage large scale electricity infrastructure projects / programmes. Fully computer literate with sound knowledge of MS office.
Demonstrated ability to interact confidently with diverse stakeholders and clients Desirable Requirements Project Management Qualification POSITION OUTPUTS Lead the formulation and engagement in dialogue with municipalities and stakeholders concerning electricity supply and provision of municipal services for the identified District.

Facilitate, manage, monitor and control operational / capital projects and the budget in terms of electricity. Oversee the operations and maintenance of all electricity networks, substations and buildings for the District.
Manage the electrical and mechanical maintenance of all plants, pumps and equipment in relation to water and waste water works Performs infrastructure asset and electricity demand management Ensure that the District and Municipalities comply with applicable legislation Monitor the implementation of Risk Management and Supply Chain Management strategies Disseminate information and guidance with relation to performance management of the human capital of the District.
Oversee and ensure effective delivery of electricity to municipalities / communities. Keeping abreast of current trends, legislative changes and technological developments in the rehabilitation and maintenance of Electrical Infrastructure Services and Mechanical Plant (Water / Waste Water Pump Stations).
Lead the development of feasibility studies, technical reports and designs of electricity infrastructure including cost of supply studies and small-scale embedded generation and other IPP strategies.
Facilitate the development of innovative solutions for electricity processes and usage for the district. These would amongst other include : Operations and maintenance systems Billing software Electricity modeling, network analysis and planning Reviewing of technical reports guidelines and electricity guidelines Updating of electricity costing guidelines Draft business case / s for electricity infrastructure projects / programmes.
Prioritise the electricity infrastructure delivery needs of the District including capital and maintenance projects. Facilitate sign-off of electricity project / programme execution plans as well as any scope and / or cost variations.
Prepare, manage and monitor short, medium- and long-term electricity infrastructure delivery for assigned projects / programmes.
Review and recommend signing of Service Delivery Agreement / s. Consult Municipalities and identified stakeholders during initiation and commissioning phases.
Finalise and approve all electricity infrastructure monitoring reports (performance and financial reports). Lead in conducting capacity building activities in electricity sector policies and practices of Executing Agencies (EAs), including urban development.
