Role Summary :

The Senior Program Officer, HIV - Sub-Saharan Africa, partners with the TB and HIV Teams in Global Health & Global Development, and with the Africa Team to develop, execute, and evaluate country level strategies to accelerate the decline of the burden and incidence of HIV infection by ensuring development and use of impactful prevention and treatment interventions.

In addition, the incumbent will engage with members of other Teams within the Global Health, Global Development and Global Policy and Advocacy Divisions to ensure synergies with the strategies of these teams.

This position will shape strategies; make and manage investments; represent the Foundation’s TB and HIV Teams; and, engage with National, Provincial, and District government and key partners to support HIV programmatic priorities in South Africa as well as a focused sub-

set of Sub-Saharan African countries.

The position will report to the Regional Advisor, Southern Africa within the Global Development Division and have a dotted line to the HIV / TB Program Strategy Team within the Global Health Division.

Responsibilities :

  • Responsibilities include execution of the foundation’s HIV strategy in sub-Saharan countries with a specific focus on South Africa, Malawi, Zimbabwe and Tanzania.
  • Additional countries of less-intense focus include Kenya and Zambia.

  • Support the TB and HIV Team’s efforts to accelerate sub-Saharan Africa’s progress on HIV treatment and prevention.
  • Work with the TB and HIV Team to develop, execute, and monitor selected country HIV strategies. These strategies will include a description of : Country HIV-
  • related policies and priorities; key government and non-government partners; current challenges to achieving country and foundation goals;
  • the foundation’s current portfolio of investments; synergies across existing areas of work and gaps; and potential new investments to be considered to support the achievement of foundation’s TB and HIV Team goals.

  • Collaborate with the broader Africa Team and other foundation teams to support the development of multiple foundation country strategies across the continent.
  • Serve as a partner and resource to members of the TB and HIV Team to facilitate accomplishment of Team goals and objectives, and on the development and management of grants in the region.
  • Serve as the main point of contact for the foundation’s TB and HIV Team on HIV-related issues with the South African Government.
  • This includes the National ministries of health, science and technology, and finance; the South African National AIDS Council;
  • and other Provincial and District, and Municipal government entities and officials as required to execute the country HIV strategy.

  • Serve as the main point of contact for the foundation’s TB and HIV Team on HIV related issues with key bi-lateral and multilateral organizations, including the US Government, UNAIDS, GIZ, and the World Bank as required to execute the country HIV strategy.
  • Serve as the main point of contact for the foundation’s TB and HIV team on HIV-related issues with key non-governmental organizations as required to execute the country HIV strategy.
  • Facilitate engagement of HIV team members with country HIV-focused Government and development partners.
  • Represent the foundation on HIV donor coordinating meetings and HIV-related committees and task teams.
  • In partnership with others, analyze and evaluate partnership and alliance opportunities in Sub-Saharan Africa to increase visibility on relevant HIV-
  • specific issues, offer compelling evidence, promote policies, enhance political will, and facilitate the acquisition of new resources in support of achieving TB and HIV Team goals.

  • Manage a targeted portfolio of local investments in support of the foundation’s HIV goals.
  • Contribute to writing background documents, briefs, articles, and presentations, including relevant literature reviews, landscape analyses, and data analysis;
  • organize and prepare for high-level foundation leadership trips.

    Core Knowledge & Skills :

  • Master’s / MPH / or Doctoral degree with 10+ years of experience, or equivalent.
  • Minimum 8-10 years directly related professional experience managing or implementing health programs in South Africa, Malawi, Zimbabwe and / or Tanzania (preferred) or elsewhere in sub-
  • Saharan Africa. At least 8-10 years professional work experience on HIV / AIDS. Authorization to work in South Africa required.

  • Significant experience working closely with partners to achieve health goals, including governments in developing countries, bilateral and multilateral donors;
  • implementing agencies; non-governmental organizations; think tanks; academic institutions.

  • Demonstrated experience working in cross-team, cross-unit collaboration programs and proven ability to adapt to the networking and coalition-
  • building demands of a highly matrixed organization. Ability to influence without authority.

  • Knowledge of South Africa, Malawi, Zimbabwe, and / or Tanzania, especially the public policy sphere, and of how government decisions are made and influenced.
  • Ability to manage a varied workload and different levels of priorities.
  • Ability to staff and advise senior foundation leadership, being both responsive to their concerns and able to give them clear advice on the best courses of action.
  • Excellent written and oral communications skills that can be effective with a broad and diverse audience. Fluency in English is required.
  • Recognized internally & externally by the global professional community as a valuable resource in HIV and global health.
  • Ability to prioritize, focus & achieve results.
