RESPONSIBILITIES :

The incumbent will be responsible for but not limited to the following :

  • Support the Deputy Director in implementing the strategic plan of the finance division and compliance with all legislation, regulations and national policy directive applicable to the financial management and accounting function;
  • Monitor compliance to the Department’s Risk Management Plan; identify, manage and communicate on risks to the line manager;
  • Institute appropriate external audit arrangements and manage the audit process;
  • Compile an annual audit programme with clear timelines for the successful completion of the external audits;
  • Address matters raised in the audit reports including implementation of the audit recommendations;
  • Monitor compliance of internal clients with Finance regulations and policies related to External Funds and advise on non-compliance to the line managers and users;
  • Financial management and administration of external research funds;
  • Creating and updating online cost centres for projects as well as loading the budgets and processing budget adjustments as and when necessary;
  • Engage relevant stakeholders with regards to legal or regulatory requirements, contract standards and budget;
  • Work with the researchers to provide financial inputs into donor / grant proposals requiring full cost budget that forms part of the final contract;
  • Review contracts for financial terms in preparation of audit assurance, ensure updated templates and ensure reporting deadlines are met; and
  • Manage staff and ensure excellent service delivery.
  • MINIMUM REQUIREMENTS :

  • B Com degree with Accounting III;
  • Three years’ experience working with an ERP system;
  • At least three years’ experience in contracts evaluation;
  • At least 5 years’ experience in a management position in a financial accounting environment.
  • REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES) :

  • Knowledge of VAT (at least three years working in an environment that requires application of VAT);
  • Excellent knowledge of IFRS and financial accounting principles and general ledger structure;
  • Excellent knowledge of financial management policies and procedures;
  • Advanced knowledge of project and contract management;
  • Excellent knowledge of governance processes and financial legislative requirements;
  • Excellent knowledge of financial and management accounting;
  • Excellent computer skills all Ms Office Suite packages;
  • Excellent communication skills (verbal and written);
  • Ability to work at strategic and operational level;
  • Highly developed numerical, statistical analysis and financial data interpretation skills;
  • Excellent report writing skills and attention to detail;
  • Ability to train;
  • Highly developed interpersonal, organisational and problem-solving skills;
  • Attention to detail; and
  • Excellent auditing skills.
  • ADDED ADVANTAGES AND PREFERENCES :

  • An Honours degree in Accounting, Auditing or Financial Management;
  • At least seven (7) years’ experience in a financial accounting environment;
  • At least three (3) years’ experience in a tertiary education environment;
  • At least three (3) years’ experience in a legal environment; and
  • At least five (5) years’ experience in donor / grant management environment.

    The annual remuneration package will be commensurate with the incumbent’s level of appointment, as determined by UP policy guidelines.
