  • Manage and support the development of an efficient and effective centralized procurement management solution to ensure best value to Phumelela by Planning, Organizing and Directing all Procurement and Storage related activities in co-ordination with Suppliers and internal customer;
  • in accordance to the company policies and procedures and by managing the Procurement team in the most effective and efficient manner while implementing and managing the Preferential Procurement, Enterprise Development and Supplier Development elements of the Broad Based Black Economic Empowerment scorecard.

    Key Performance Areas and Responsibilities for This Position

    1. Manage the entire procurement process

  • Review current procurement guidelines and processes and streamline where necessary
  • Guide and assist divisions with procurement procedures and requirements
  • Review all procurement proposals to ensure that procurement guidelines are adhered to
  • Initiate, plan, develop and implement strategies for the improvement of the overall procurement process
  • Develop and recommend internal policies, controls and procedures, standards related to procurement
  • Ensure that procurement has been budgeted for or alternatively that the correct procedure is being followed, where item not budgeted for
  • Custodian of Enterprise Declarations and responsible for continuously updated Phumelelas supplier database
  • Establishing and managing a contracts database
  • Proactive research to identify and create SMME and BEE databases.
  • Monitor procurement targets to ensure that procurement is aligned to its B-BBEE targets
  • Provide training to all new staff on the Procurement process and guidelines
  • Create an enabling environment for developing enterprises
  • Develop enterprise development strategies
  • Promote enterprise development initiatives in the organisation
  • 2. Review all tender documents before distribution

  • Develop checklists, for use by all tender committees, to assist with what the pre-requisites are for all procurement
  • Review recommended tender procedures to ensure that the tender process complies with Phumelelas procurement guidelines
  • 3. Proactive responsiveness to any procurement related legislation

  • Establish an early warning system of being alerted to changes in legislation with regard to procurement
  • Realign tender processes, systems and procedures with changing legislation and / or best practice
  • Take accountability and responsibility for new procurement-related legislation and its impact on the organization.
  • 4. Construction Contracts procurement

  • Participate in all construction contract tenders (from issue of construction request to evaluation of tenders to recommendation of award of tender)
  • Participate extensively in all contract negotiations and contract agreements to ensure that there are appropriate BEE targets set, sufficient penalty clauses for negligence, non-compliance with targets, grossly inaccurate engineering estimates, etc.
  • Ensure that contracts are only awarded to entities with "compliant" BBBEE scorecards.
  • Monitor performance of terms and conditions of contract and penalties
  • Prompt audits on contractors with regards to achievement against targets as well as the authenticity of information
  • Ensure that for every major contract awarded, Phumelela structures the Enterprise development aspects in such a way that the organisation gets the credit for the enterprise development as opposed to the construction entity.
  • Design and recommend enterprise development initiatives that would assist and grow the smaller black entities.
  • 5. BEEE

  • Assess as-is score for Enterprise Development and Procurement on the BBBEE scorecard on a six-monthly basis
  • Report on as-is score to EXCO
  • Monitor and report on achievements against those targets on a six monthly basis
  • Formulate action plans and promote same to Divisional Heads to ensure achievement of targets on BBBEE scorecard
  • 6. Staff Management

  • Provide leadership, direction, mentoring, and guidance to subordinates
  • Responsible for ongoing development and training of staff
  • Evaluation of sub-ordinate performance

  • Qualification and Experience

  • Degree in Business Administration, Public Administration, Law or other related disciplines
  • At least 5 years of relevant professional experience in the administration of procurement of goods, works, and services and practical knowledge of contract monitoring, as well as knowledge and experience in financial and management accounting, legal contract, and employment law.

    Knowledge of appropriate business practices and procedures. Ability to allocate resources, plan procurement and oversee budgets and contracts to ensure the fiscal stability of the organization

    Industry Knowledge

    Knowledge of the industry, existing and potential clients, and stakeholders

    Product Knowledge

    Sound knowledge of the PGL product base

    The ability to utilise the correct computer software and the relevant functionality applicable to the outcomes required
