Job Summary As Deputy Chief of Party (DCOP) for Mental Health (MH) and HIV on a large-scale PEPFAR-funded project, you will provide technical direction and leadership to ensure that the project improves access, retention, and adherence to effective HIV services and decrease stigma / discrimination for PLHIV affected by MH issues (common and complex) and decrease health care worker stress, anxiety, and burnout to increase the quality of HIV / TB services in South Africa.
You will provide oversight of programmatic and technical staff and provide technical guidance to local consortium partners.
This position is contingent upon funding. Roles and Key Responsibilities Lead the development of technical strategies and guide implementation of all project components, ensuring the integration of cross-cutting issues, such as gender, youth, inclusion, and sustainability.
Provide expertise and leadership for efforts related to MH and HIV policy and guidelines, capacity development, referral strengthening and community engagement.

Manage team dynamics and staff well-being and ensure the work environment fosters diversity, gender equality and inclusion.
Ensure the CRS program quality standards are adhered to per MEAL policy and procedures. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports.
Oversee the development of staffing plans and the recruitment process of senior staff. Promote, uphold and model a commitment to the efficient use of agency and donor resources.
Represent CRS programming, highlighting innovative work. Support the development of communication strategies and materials, complying with donor and CRS’ branding and marketing requirements and procedures.
Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies.
Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance.
Required languages English Travel Must be willing and able to travel up to 25%. Education and Experience Advanced degree in medicine, public health, psychiatry, psychology, nursing, social work or related field required.
Minimum of 7 years of relevant management and technical experience, including at least 5 years of experience managing donor funds.
5 years of staff management experience and abilities that are conducive to a learning environment. Experience coaching and mentoring senior program staff.
Technical expertise, experience and a strong network in MH services. Experience in HIV care and treatment, health systems strengthening, community mobilization and engagement, and / or social norms change preferred.
Track record of relationship building with government actors and health service providers. Knowledge, Skills and Abilities Excellent strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.
Excellent relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.

Preferred Qualifications Knowledge US government rules and regulations; experience with CDC and PEPFAR is preferred. Established leader in sector as demonstrated by peer reviewed publications, conference presentations, etc.
Demonstrated experience in technical roles on complex, high-value, multi-activity projects. Experience engaging partners and strengthening partnerships.
Knowledge of CRS partnership strategy a plus. Ability to represent and present at high levels. Staff management experience and abilities that are conducive to a learning environment that reflects CRS’ commitment to diversity and gender equality.
Ability to represent the agency at high levels. Proficient in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
