Our client is a public entity based in Centurion, Pretoria, and they require the services of a Payroll Specialist. The Payroll Specialist will oversee and guide the payroll function and its systems, act as the bridge between the HR and Finance aspects of Payroll, and uncompromisingly meet deadlines as well as the inherent legislative requirements.
Duties and Responsibilities :
Oversee and supervise the organizations payroll functions, ensuring salaries are processed in time, accurately, and in compliance with government regulations;
Timely and accurate processing of payroll transactions including salaries payments, overtime pay, benefits, garnishments, taxes, travel and accommodation claims, and various other deductions;
Managing all payroll reports, time sheets, individual attendance records, and other related documentation, ensuring all data is updated within the organization;
Manage the onboarding of new employees onto the payroll system, as well as deactivations in the case of employment terminations;
Obtaining SARS tax directives in the case of departing employees as well as lump sum payments to employees;
Generate and consolidate monthly, quarterly and annual statutory reports (e.g. SARS, UIF, COIDA) to ensure compliance with relevant legislation and financial deadlines;
Facilitate third party payroll payments SARS, UIF, COIDA, Pension and Group Life Assurance, etc;
Develop and maintain payroll procedures and work instructions to ensure alignment with relevant organisational policy, legislation and financial / auditing requirements;
Facilitate audits by providing records and documentation to auditors;
Identify and recommends updates to payroll processing software, systems, and procedures;
Manage and direct payroll operations by signing off the final system download as required to ensure compliance with relevant legislation, standard operating procedures and financial deadlines;
Monthly analysis on all payroll related costs with reasons for variances against budget, prior months and prior years;
Preparation of management reports for Chief Financial Officer and Human Resources Manager in order to assist them to analyse and identify issues to be addressed and / or investigated by senior management;
Supervision of subordinate staff
Experience, Knowledge and Qualifications
Bachelors degree in Human Resource management and or any related social sciences degree, with an advanced diploma in payroll management (NQF 7)
Advanced proficiency in Sage Premier, Employee Self-help Service (ESS) and Sage 300 People packages
4 to 5 years working experience on payroll at a specialist level (Cost to company pay structures).
Working knowledge of payroll best practices, and remuneration related taxation.
High level of proficiency in benefit administration : advanced understanding and application of all employee benefits and its related fringe benefit taxation praxis.
