Johannesburg - The Housing Development Agency (HDA) hereby invites applications for suitably qualified and interested individuals to serve as independent specialists on its Audit and Risk Committee (sub- Board Committee) in line with the Public Finance Management Act (PFMA), read with the Treasury Regulations.

TERM OF APPOINTMENT : Appointment will be made for a period of three years, subject to renewal at the discretion of the HDA.

This is not a full-time appointment. The Audit and Risk Management Committee has four statutory meetings per annum and additional meetings may be convened by the Chairperson as deemed necessary by the Committee.

Requirements : - Appropriate three-year qualification or higher in Accounting, Auditing, Information Technology Legal and Risk Management- Proven expertise in financial management, accounting, risk and compliance management Information Technology and its governance and performance management- At least 5 years’ experience as an Audit and Risk Committee member - Knowledge of internal controls, public sector reporting and compliance processes- Knowledge of public sector legislationKey Outputs : The independent specialist will be required to carry out their responsibilities in terms of the Committee Charter and have the following competencies : - Leadership skills - Excellent relationship skills and operate with integrity and in line with organizational values - Must be willing to dedicate time and effort into the role so as to provide oversight - Must be passionate about the fields that the Committee will be providing oversight on (strategy and organizational performance, information Technology, Legal, Finance, Audit and Risk management)Duties : The primary objective of the Audit and Risk Management Committee is to assist the Accounting Officer to discharge his / her duties in respect of audit and risk management with an ultimate aim of achieving the Housing Development Agency’s (HDA) objectives.

The incumbent’s duties will be to : - Provide an oversight role on the review and monitoring implementation of the audit and risk management framework, policy, charter and strategy within the Agency.

  • Provide guidance on integration of risk management into planning, monitoring and reporting processes. - Provide advice / guidance on setting and review of the risk appetite, tolerance levels, and anti-fraud measures.
  • Assist the Committee in conducting its activities in terms of the Public Sector Risk Management Framework, PFMA, Audit and Risk Committee Charter and King IV Report on Corporate Governance.
  • Provide proper and timely reports to the Accounting Officer on the state of risk management, together with aspects requiring improvement accompanied by the Committee’s recommendations to address such issues.
  • Perform any other duties of the Audit and Risk Management Committee as specified in the terms of reference (Committee Charter).
  • Report annually to the Executive Authority through the Audit and Risk Committee. REMUNERATION : Compensation will be in accordance with rates as determined by National Treasury.
  • The schedules in this regard are issued annually with specific hourly or daily rates. All other refundable expenses are based on the Agency’s related policies in line with the National Treasury guidelines.
