Project Overview : The 5-year CDC-funded Optimizing Performance by Improving Quality (OPIQ) project will focus on HIV and HIV / TB Programs in the Republic of South Africa.
The project will provide a technical support to national and local level governmental and non-governmental implementing partners on quality improvement (QI) and quality assurance (QA) tools and approaches, with focus on the 27 highest burden districts and priority populations for prevention and care.
To reach epidemic control, the project will aim to optimize HIV and HIV / TB program performance by improving : early identification of HIV / TB performance gaps;
the capacity of IPs and DOH at all levels to use QI and QA approaches to address those gaps; the harvesting and dissemination of best practices to scale up proven interventions;
and the use of innovative data-driven platforms to improve data-based planning and management. Position Overview : The Human Resources Officer is responsible for managing the human resource function for the central based technical and administrative staff for the Project.
S / he will be responsible for managing staff contracts, benefits, and payroll in compliance with CDC and URC regulations. Job Description :
Manage and oversee the recruitment process, including staff onboarding and orientation;
Maintain and update HR policies and procedures and ensure that these are aligned with local labor law
Advise and support senior management decision-making on matter of recruitment, staffing, and performance management by ensuring decision are implementing in a consistent and transparent manner;
Lead the selection and recruitment process of consultants;
Prepare staff contracts and contract extensions in line with human resource policies;
Develop HR planning strategies with line managers, taking into consideration immediate and long-term staff requirements in terms of number and skill level;
Prepare payroll and tax payment and regularly liaise with finance department, to ensure the payroll and taxes are complied with national taxation.
Provide guidance and support to management and staff in conflicts and ensure there is amicable conflict resolutions;
Ensure that all project staff participate in mandatory organizational trainings, including trainings on code of conduct, values and ethical standards, conflict of interests;
Accurately administer capturing of personnel information onto the payroll system as well as the relevant Labour department systems;
Ensure that an adequate performance management system is administered and adhered to by both the Employees and the relevant Supervisors;
Ensure that annual performance evaluations are conducted timely for all project staff;
Perform HR administration duties, including : developing job descriptions, employment contracts and consultancy agreements;
proper filing of all personnel files;
Provide accurate and timely payroll information in accordance with the monthly deadlines;
Initiate and implement effective employee wellness initiatives to improve staff morale;
Any other duties as assigned
Required Experience & Qualifications :
Bachelor’s degree in Human resources with Advanced degree in Organizational psychology;
Minimum of 5 years of experience working in an NGO or business environment with demonstrated Human Resources Management experience;
High level of responsibility and integrity;
Good knowledge on local labor laws and regulations;
Ability to assess and analyze development training needs;
Demonstrated ability to work in teams;
Ability to multi-task in a high-paced environment;
Excellent interpersonal and written communication skills, particularly as related to report development; and
Proficiency with MS Office Suite, with excellent MS Word and Excel skills.
